Meet Omar Nigel
Moore, COO

Omar Moore is a visionary strategist and innovative leader recognized for systems thinking, analytical insight, and a deep commitment to educational advancement and youth empowerment. Throughout nearly 20 years of leadership, he has focused on strengthening organizations, developing talent, and creating sustainable pathways for young people through education, mentorship, and operational excellence. His work consistently merges strategy with impact, transforming challenges into measurable progress.

Beyond his executive leadership, Omar is an entrepreneur and consultant, founding A.R.T.S. Consulting to help organizations implement structure, stress management practices, and effective systems, and Black Light Entertainment, which fuses entertainment and education to engage inner city youth. He serves as Co Chairman and COO of CIRCLE Foundation, helping guide strategic growth and program innovation.

Omar’s career includes leadership roles spanning case management, crisis prevention and intervention, project management, group facilitation, mentoring, counseling, risk management, and program development, with early recognition that led to supervisory positions and advanced organizational responsibility. As Director of Operations for an alternative high school, he helped implement policy and procedure improvements that supported restructuring efforts and advanced a media arts based school model.

Omar holds a bachelor’s degree in psychology from Southern Illinois University Carbondale, a master’s degree in clinical psychology and advanced certification in stress management from Roosevelt University, and a master’s degree in Educational Leadership from Northeastern Illinois University. He has served as an advisor and consultant to a wide range of educational and community organizations and remains active in professional and service affiliations that reflect his commitment to leadership, wellness, and community progress.
